When it comes to fighting against Wisconsin Republicans’ push to dismantle good government, Dianne Hesselbein leads

Wisconsin Republicans are spending virtually all of their time trying to dismantle what little remains of Wisconsin’s once-proud tradition of good government and enact a ton of blatantly partisan legislation. One of those blatantly partisan pieces of legislation is legislation that would dismantle Wisconsin’s civil service system and allow Republicans like Governor Scott Walker to install political cronies in every kind of Wisconsin state government job that you can think of. In a recent op-ed in the Madison, Wisconsin-based newspaper The Cap Times, State Rep. Dianne Hesselbein (D-Middleton), described the Republican plan for dismantling Wisconsin’s civil service system:

The new Republican law will introduce an element of fear in the workplace. New employees will face a full year of probation instead of the current 60 days. (It was to be two years, but the bill’s authors started to feel a chill and backed off.) During probation, new hires will be in a free-fire zone and can be fired at will. If there are layoffs, seniority will not count. Raises will become individual bonuses awarded to the favored few.

Hiring and firing will be controlled by the governor’s political arm — the Department of Administration — not the home agency. Employees will no longer have the assurance that, so long as they show up and do their job well, their job will be secure. Now, for the first time since the Progressives created it in 1905, they will have to worry about political factors.

There’s plenty of other odious pieces of legislation that Republicans want to enact in Wisconsin when it comes to dismantling good government. These include replacing Wisconsin’s non-partisan government watchdog with two separate partisan state commissions, as well as rewriting Wisconsin’s campaign finance laws to allow more money to flow into the political system and allow campaign donors to not disclose who employs them.

I’m glad that someone like Dianne Hesselbein is strongly opposing the Republicans’ efforts to make Wisconsin more like Illinois, a state rife with political corruption and cronyism.


Ending workplace discrimination against LGBT people should be the next fight in the LGBT rights movement

Thanks to a 5-4 U.S. Supreme Court decision issued earlier today, same-sex couples across the entire United States of America can now enjoy the same legal right to marry that heterosexual couples have long enjoyed. To put it mildly, this is a huge victory for love and equality in America.

However, in 32 states, some, if not all, LGBT workers, can legally be fired simply because of their sexual orientation and/or gender identity:

  • In 21 states (Alabama, Alaska, Arkansas, Florida, Georgia, Indiana, Kansas, Louisiana, Mississippi, Nebraska, North Carolina, North Dakota, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, West Virginia, and Wyoming), all workers can be fired on the basis of sexual orientation and/or gender identity.
  • In 3 states (Arizona, Missouri, and Montana), state employees cannot be fired on the basis of sexual orientation, but state employees can be fired on the basis of gender identity, and private-sector workers can be fired on the basis of sexual orientation and/or gender identity.
  • In 5 states (Idaho, Kentucky, Michigan, Pennsylvania, and Ohio), state employees cannot be fired on the basis of sexual orientation and/or gender identity, but private-sector workers can be fired on the basis of sexual orientation and/or gender identity.
  • In 2 states (New Hampshire and Wisconsin), all workers cannot be fired on the basis of sexual orientation, but all workers can be fired on the basis of gender identity.
  • In 1 state (New York), state employees cannot be fired on the basis of sexual orientation and/or gender identity, and private-sector workers cannot be fired on the basis of sexual orientation, but private-sector workers can be fired on the basis of gender identity.

While it is a huge victory for the LGBT movement to secure marriage equality in all 50 states, the fight for full equality for gays, lesbians, bisexual people, and transgender people is far from over. The next big fight in the LGBT rights movement should be to push for laws prohibiting public and private employers from firing people based on sexual orientation and/or gender identity.

McCarthyism comes to East Central Illinois

AUTHOR’S NOTE: One of the members of the Vermilion County (IL) Board, Edwin Barney, Jr. (D-Westville), is my cousin.

Even on the websites of the local newspapers here in East Central Illinois, I’ve found it hard to find good information about local politics, since most of the local political news reporting around here has a right-wing slant to it and/or isn’t all that detailed.

Well, I was looking through a email inbox that I rarely use, and I stumbled upon a press release by the Vermilion County Democratic Party, issued last month, about the politically-motivated firing of Nikki Bogart, who was the Financial Services Director for the Vermilion County Board for seven years before being terminated by far-right Vermilion County Board Chairman Mike Marron (R-Fithian), apparently because Bogart ran as a Democrat for county auditor in 2012 (Bogart lost to Republican office jumper Tom O’Shaugnessy, who was elected to a circuit court judgeship last year). Bogart was fired by Boss Marron despite the fact that Bogart had never been officially reprimanded prior to her firing, as well as the fact that Boss Marron had praised Bogart by name for her work on the 2014-2015 county budget. Bogart filed an appeal in an effort, but the grievance committee had not been convened at the time the press release was issued a little over a month ago. (In case you’re wondering, this is the only time that I’ve ever received any kind of email containing official Vermilion County Democratic Party documents of any kind).

Sadly, Bogart isn’t the only person to either be fired or pressured out of a job because of Boss Marron’s reign of terror in Vermilion County. In one instance, a qualified mental health professional was either fired or effectively forced out of a job by Boss Marron and the hostile, hyperpartisan work environment that Boss Marron has created throughout Vermilion County government and was replaced by mother of the county board chairman.

Vermilion County lacks an official chief executive of the county, although Boss Marron thinks that he can act as the de facto chief executive of the county because he ran unopposed last year in a county board district that includes one-ninth of the county (specifically, his district includes the west central and north central parts of the county) and was elected Vermilion County Board Chairman by his fellow Republicans, who control the county board. Instead of doing anything to make Vermilion County a better place to live, Boss Marron is doing everything he can to purge Democrats from what few positions they hold in the county government for purely partisan reasons. In fact, what Boss Marron is doing is eerily similar to the witchhunts against alleged communists who weren’t communists by former U.S. Sen. Joe McCarthy (R-WI) in the mid-20th century. The only thing that is missing is Boss Marron presiding over a special county board committee conducting a public shaming and character assassination of someone who Boss Marron disagrees with for some reason.

Quite frankly, Vermilion County needs a directly-elected county executive, because I don’t think that Boss Marron could win a county-wide election in a hypothetical county executive race because of his highly vindictive style of politics, even against a stubborn-headed progressive like me and with a local Democratic Party organization that could be best described as barely existent.

Rahm Emanuel crony George Cardenas allegedly had public employees campaign for him on city time

In addition to an ongoing federal criminal investigation, Chicago (IL) Alderman George Cardenas of the 12th Ward, a close ally of embattled Chicago Mayor Rahm Emanuel, is now facing a lawsuit in the Cook County state circuit court from Maria Chavez, a City of Chicago employee who was terminated after she reported Cardenas’s use of city property and employees to campaign for re-election to law enforcement.

Here’s the details of why Cardenas is under federal criminal investigation from the state lawsuit filed against him by Chavez (Chavez is identified by her first name, Maria, in the lawsuit):

12. Throughout her employment with the City of Chicago at the 12th Ward Public Service Office, Maria received multiple positive employment reviews as well as letters of appreciation from local citizens, non-profit organizations and businesses for her efforts for the citizens of the 12th Ward.

13.  During the course of the February 2011 Municipal General Election, in which citizens of the City of Chicago elect municipal officers including Mayor, Clerk, Treasurer and Alderman, the City of Chicago’s Office of the Legislative Inspector General received complaints against Cardenas related to allegations that Cardenas was using city property, namely the 12th Ward Public Service Office, and city employees, namely the 12th Ward Public Service Office’s employees, to gather registered voters’ signatures and notarize petition sheets seeking the nomination of Cardenas as 12th Ward Alderman.

14. The City’s Legislative Inspector General’s Office interviewed most but not all of the 12th Ward Public Service Office’s employees.  News of the investigation became publically known in mid-2013 through news and radio media reports.

If it is true that George Cardenas used city property and employees for his re-election campaign in violation of federal, state, and/or local laws, than Chavez did the right thing by reporting that to the authorities and Chavez should end his re-election campaign and resign from the Chicago City Council immediately. In any case, voters in the 12th Ward of Chicago should vote for Pete DeMay, Cardenas’s opponent, in the upcoming city council election. DeMay will fight to rebuild Chicago’s middle class.
